In late 2023, the state submitted a formal proposal to the central MoRTH to declare the Holi-Utrala stretch a National Highway. The Centre has yet to approve the status or release the massive federal funding required to fast-track paving.

Currently, construction is relying heavily on state funds and NABARD approvals (like the ₹14.22 crore recently approved for the Utrala-Bakalud stretch). Without central PM Gati Shakti funds, progress is restricted by state budget ceilings.

Local leaders, including MLAs Vipin Singh Parmar and Kishori Lal, have raised calling-attention motions in the Vidhan Sabha (Tapovan). The demand: If the Centre won't grant NH status, the State must immediately declare it an Incentive Major District Road (IMDR).

The cutting and initial construction for the ~39 km stretch from Holi up to the Jalsu Pass approach has been completed. The focus is now on surfacing and safety.

Covers the 13 km stretch from Utrala to Bakalud/Faencha Pani. Initial track cutting is done, but paving and stabilization are heavily delayed. Target completion: March 2025 (Currently missed/ongoing).

To understand the urgency of the Jalsu Pass highway, you must understand the people who have walked it for centuries. The Gaddis are a semi-nomadic tribe found mostly in the Chamba and Kangra districts of Himachal Pradesh. Their identity is a rich combination of deep faith, unique social customs, and a reputation for honesty that resonates through the valleys.

The Rhythm of Transhumance

The Gaddis practice transhumance, migrating seasonally with their livestock. In summer, they lead their flocks to high-altitude pastures, and in winter, they descend to the lower valleys. The Holi-Utrala route over Jalsu Pass is not a new invention; it is the ancestral lifeline they have navigated for generations to survive the harsh mountain climates.

An Economy of Trust

The Gaddi people have a widespread reputation for being peaceful, gentle, and exceptionally honest. In their lifestyle, a person's word is their bond. Historically, Gaddis had jajmani (patron-client) relationships with settled agricultural communities in the Kangra valley. Gaddis would graze their sheep on the farmers' fallow fields, and the animal manure would fertilize the land.

The Land of Lord Shiva

Their spiritual life revolves around Lord Shiva, whom they consider the guardian of their flocks and mountains. In fact, their mountain home of Bharmour is often called 'Shivbhoomi' or the 'Land of Shiva'. Their traditional woolen crafts, sacred songs, and community festivals are deeply intertwined with this spiritual devotion.

A Culture on the Brink
